USB2 support through IOS202

With USB2 support using IOS202 you'll get better USB speeds and better USB compatibility, DVD access should then also work without DVDX. In my case genplusgx didn't detect my USB HDD but with IOS202 it does. Attached is a (messy but working) diff for the IOS202 patch. You'll get the utils folder from the snes9gx svn. People who don't have IOS202 can still start the app but they'll have the same USB speed/compatibility as before.
