Test Darpa RNDF sample in Drake

Try to load Darpa sample into Drake with the current state of the RNDF implementation for Maliput. Track the changes we need to make to Darpa map so as to improve from it.

Darpa example can be loaded in Drake. However we are not paying attention to several things:

• Zones with perimeters, etc have been removed.
• Width is not taken into account.
• Multiple lanes are shown because each piece of segment is created from two consecutive waypoints, so we create a new segment and lane for it and all the relative branchpoints.
