MCity RNDF demo in Drake

Test MCity in RNDF in Drake with out current implementation and try to make a demo with it.

Beyond some logical connections our current examples use less samples per lane that defines a curve. Most of them are a composition of straight lines on a grid and the curved lanes are just the connections. This real example shows that with relative small distances using a high tension value for the spline tends to make the splines similar to a polyline. Here is a picture of the upper roundabout with a tension of 0.4 (while in this picture and this picture the tension was 0.8):
