Continuous waypoints with the same location breaks

In the RNDF Builder we should add support for managing continuous waypoints whose latitude and longitude are identical, e.g:

1.1.1          10.000000 10.000000
1.1.2          10.000000 10.000000

That produces an error when creating the PChip curve for it as the breaks will be identical.
