Generate .yaml and .obj for DARPA sample to be loaded on Drake

• Create a yaml file that has a monolane description of the DARPA sample road network.
• Generate the associated .obj file
• Verify it gets loaded on Drake.

The library that Drake uses for YAML files is https://github.com/jbeder/yaml-cpp. We can use it for our own convenience. However, I won't take more than an hour or two trying to integrate it into our plugin.

With the converter, I transform the village.yaml sample and I got this:

I think, that we can get the same result going directly from the Gazebo plugin to an obj file.
