Add a parameter list

Sometimes it is required to visualize the city without the waypoints, so some configuration should be done to render the city without them. Also, we need the file path of the rndf file. So, these are the suggestions:

• -f or --file for the file path of the RNDF
• -w or --waypoint for waypoint visualization
• -l or --lane for lane visualization
