Add whois and lookup commands for Potato

~whois <discord username> will return the forum username associated with that user (or an appropriate message if there is no link.

~lookup <forum username> will return the discord username associated with that user (or an appropriate message if there is no link.

    Current issue: Running ~lookup gives the error Discord ID is required. instead of Forum Username is required.
