Update /roll to disallow logging skyrolls via PM

Remove ability to have dice rolls recorded if it is in a PM.

Spam is reduced by allowing people to do PM rolls. So I'm tempted to close this as wontfix.

I'd argue that if someone rolled enough so that it would consider as spam, they are doing it too often for it to count anyway. I mean people can still roll, it just won't record. Rolling in PM feels to me like it is ruining the spirit of the game. If you still really don't want to to do it, can you at least consider disabling logging Xd10 in PM?

If we do anything, it shouldn't be to favor a specific dice set.
