Add ability to ping/tag users via forum posts

Neat idea. I would want the names to be colored by the user role similar to the [user] bbcode.

Shouldn't be too hard to mod to have PrivatePotato mention the mention in chat.

I installed the mod. We can enable to PrivatePotato functionality once we get him working in Discord. Gonna leave this open until that part is completed.
