This is something that would be present in all versions (Open ELms, Apprentix and SMCR) and added at the top of the learner’s details.

Functions and Responsibilities will be left alone also then?
This will update completion date to date user was signed off and next completion date will be in year?
Certificate will be available for printing?

Add a caption to the screen saying "Signing off the learner will set all associated functions and responsibilities to completed." This next completion date will be a year from when due for the last task (not completion) since you need to evidence this annually - does that make sense. Yes SOR and other certificate of completion then accessible. Do finish this prior to $ tasks.

But user status always stays "In Progress".
    New "Completed" certificate/report is generated:

Then new "In progress" Certificate is generated immediately, starting from the day user completed all resources or was signed off.
In what scenario User's sign-ff state stays as "Completed" and for how long?
When does that state changes to "In Progress" or "Not Started".

Currently "Not Started" is when user has assigned resources, but none has started.
"In Progress" when user has resources that are in progress. "Completed", when all resources are completed.

Re "In what scenario User's sign-ff state stays as "Completed" and for how long? " - until the Review date is hit. Which is one year after the resource was last due.

    Other assumptions made seem correct.

OK, when signing off, I find resource that has furthest "due" date.
Due dates for resources usually is around 7 days after assigning.
Is that date "Last completion date" in User's table?
Then next completion date is + 1 year of that?

Certificate "valid to" also should change to due date and valid to + 1 year?

So, when "Valid to", is expired, new certificate will be generated "In Progress" and user will be set "In Progress" or "Not started", depending on resources states.

re: "OK, when signing off, I find resource that has furthest "due" date. Due dates for resources usually is around 7 days after assigning. Is that date "Last completion date" in User's table? Then next completion date is + 1 year of that?" I think this is a little more complicated than it needs to be. Let's make it easy and add a field for first due date - then set valid to + year from that date.

"So, when "Valid to", is expired, new certificate will be generated "In Progress" and user will be set "In Progress" or "Not started", depending on resources states." - this is correct. We will need to refresh the status of connected learning resources etc when this happens.

When next completion date arrives and report is put into archive.
New report "In Progress" is generated.

Should I force refresh all assigned learning resources at that moment?

Can you also check that you can select all the Certification STaff functions as a manager when assigning them as a manager. It seems you can only see one page to select from (i.s. starts at ID 48)
