If isSMCR then create a new type of category for learning resources called “F&P Activities”. These F&P Activities need to be populated with the following default information. These categories should be fixed and not be removed from the system (although an option to edit these in Admin > System Setup is a good idea.

- Minor Compliance / Policy Breaches
