Dead storage moving water between reservoirs

Although the cost assigned to the dead storage links avoids releases for regular costs, in cases where multiple reservoirs are operating at dead storage levels, the MODSIM close network could move water between dead storages through the river network if the two reservoirs are connected.

The cost of dead storage in multiple reservoirs decreasing (increasing priority) from downstream to upstream should keep water in the corresponding reservoir. Alternatively, the reservoir outflow and bypass could be closed temporarily with the reservoir is in the dead pool.

Code was modified to close the outflow link when the reservoir is below the deadpool, blocking the model to move water down to other deadpools through the river connections.
