NonStorage timeseries not saved if cleared in the GUI

Bob Lounsbury created an issue

If you check or uncheck the Varies By Year checkbox in the NonStorage Node Properties form which clears the timeseries and then reopen the form or save the model. The timeseries is not cleared.
