panel problems

I just tried to enter a panel using the edit window. A point by point entry works okay, but trying to do in via bulk edit is difficult since there is no way to insert a panel break that way.
A separate issue is that when I clicked on the edit link from within the browse view it did not allow me to edit the panel I had just published.
One more issue is that the panel doesn't display the same way in the browse view as it does in the lower pane of the edit tab window.
Oh yes, I should mention that this was for Matthew 18:24-30

The default for panels in the browse view is the Table tab. I could allow users to pick how they prefer the different kinds of outlines to be displayed by default and store that info in a cookie.
