Test email settings

email settings doesn't seems to work properly. The email was set on but no email was sent.

there is also an issue of multiple send of similar email.

Added a short check for email settings before actually sending email. #0a54cf3ae54d

the whole issue are not tested completely yet.

There are actual error regarding the email settings. and for some reason, it does not work completely. error was database settings and clock settings, it doesn't report the clock settings.
