Z4c: variables not accessible from other thorns, need to add "PUBLIC:" in Z4c/interface.ccl

The variables of Z4c are not accessible from other thorns such as Newrad that need to access them to apply radiative boundary conditions. Just need to add PUBLIC: declaration in Z4c/interface.ccl.

Example:

-> No access to variable 'Z4C::Atxx'
