excludes dir doesn't work

It seems latest commit 7199e9725789 which convert root path to an absolute path break test done by is_excluded.

I call script the following way and want to exclude tests dirs :

$ python generate_modules.py -t -s rst -d api/autodoc/ ../src/mymodule/ tests

A quick and dirty fix is to convert exclude path to absolute path in normalize_excludes

 f_excludes.append(os.path.abspath(exclude))
