As a capsuleer, I want to be able to choose which skill level will be added to the plan when I long-press on a skill

Long-timehelper M. wishes to have the option to choose the level of a skill before it's added to the skill plan.

We just need to display a dialog box with levels properly enabled. Note sure if default should be 5 or the first one that can be added.

This needs to go in 1.3

Can we have all the levels listed and the ones already acquired disabled? This would leave the dialog size fixed which looks less weird.

"Yes" button should be "Add" or "Plan"
