support for downstream apps inconsistent between autotools and CMake builds

The moab.make.in and MOABConfig.cmake.in contain substantially different sets of functionality. The latter is mostly consistent with MOABConfig.cmake.cmake.

Thus, there is (growing) consistency for downstream apps that rely on CMake, regardless of how MOAB is built.

    All the necessary changes to converge on the differences were submitted and merged through PR #397. Any other pending issues here ? @gonuke

    I'm reopening this issue. While some of my past symptoms may have been resolved, inconsistencies continue to exist.

    I don’t know of more to do here. I’m sure other things will crop up, but they are best as a new issue.
