This PR makes the debian folder (which has had one commit from 2010 so far) usable again. The install logic is simplified by only providing the three packages
libmoab0
libmoab-dev
moab-bin
instead of providing a separate libmoab-itaps-* round of packages. Furthermore, cruft has been removed and compatibility with the Debian standards 3.9.6 has been asserted.
