This pull request updates the PyMOAB interface to be compatible with Python3.
Right now the configuration(s) look for Python 2* first and then move on to Python3 if it is available. All necessary modules for PyMOAB are then searched for in the same way.
I was thinking it might be nice to allow users to specify a Python version they'd like to build with. I can look into adding that to the configuration if we think it is useful.
