This addresses an issue found by @paulromano when attempting to configure PyMOAB with static development libraries used by some Python virtual environment package managers (
pyenvin this case).The PyMOAB build is just fine without any changes, but the test program used to check the Python development environment wasn't using the correct set of flags. This PR take care of that issue.
