Users in a field are/aren't in a project role validator not respect "Field must be initialized" settings

How works "Field must be initialized" option in "Users in a field are/aren't in a project role" validator?

I think that if option "Field must be initialized" is not active:

1. validation check is not performed for the empty field.
2. When is option active: it is always required to fill the field.

Is that right? Then I have to report a bug.
