"Sub-Task Blocking Condition" doesn't work

Steps to reproduce: 1. Add "Sub-Task Blocking Condition" to the workflow transition from state A to state B

2. Publish workflow draft

3. Create an issue with one or more Sub-Task

4. Leave Sub-tasks in Open state

5. Move an parent issue from state A to state B

EXPECTED RESULT: The above condition should prevent transition to state B unless all Sub-tasks are closed or resolved
