Send Email post function and Project Notification Scheme

We are using JIRA Fotware 6.3.10 and JIRA Worflow Toolbox 2.2.25. We are using Send Email functionality in the post function extensively so we have set Project Notification Scheme as None. But looks like Send Email function does not check this property and sends email out every time. Again if global Outgoing Email is disabled it throws an error and issue stays in the same status. This is creating issues ( as we have many projects ) when we move design from one instance to another and setting Condition to false in every post function will be very hard. Am I missing something or is it possible to check these conditions for Send Email?
