Sorry for taking so long to answer this issue. I have just checked it, and amazingly JIRA allows to create issue types using the API that violate issue type scheme for the project.

I will try to add a checking in next version of the plugin, in order to avoid this problem. Thanks for reporting it.

The problem has been fixed in version 2.2.33_beta_2.
