Create Issue and Subtask - With create multiple issues selected give an error if no seeds are given.

I was adding a 'Create Issue and Subtask' post function and was intending to use the Create Single Issue option, instead I accidentally selected the Create Multiple Issues option.
With that one selected I did not enter any data to give it a seed, because of this it did not know how many to create. When we attempted to use this transition it caused JIRA to start timing out across our entire instance for all users. In order to allow people to create issues again we had to restart our instance.
I would suggest adding an error message preventing users from creating a multi-issue creation post function without giving any seed info. That would prevent other users from making this same mistake.

Fixed in just released version 2.2.31.
