It seems like %{Target status} doesn't work for the create issue transition.

Fixed in just released version 2.2.33.

This issue is not actually fixed. It doesn't work in the following cases in transition Create Issue:
- When used in a validator.
- When used in a post-function after "Creates the issue originally" post-function.
The issue is fixed in version 2.2.34_beta_1.
