The boolean expression field is only available for the 3rd condition type: "number of issues returned by the JQL query...".
Current UI design might be a bit confusing. I will try to improve it in a future version.

I have a simple task. I need to have the following validation: if issuetype in standardissuetypes() then EpicLink should not be empty.
Could you please provide a bit of advice here?

Try using "Boolean validator with math, date-time or text-string terms" with the following boolean expression:
%{00041} = null IMPLIES %{nnnnn} != null
replacing nnnnn with field code for Epic Link custom field.
Note that %{00041} is field code for Parent's issue key. This field will be
null
in standard issues (i.e., non sub-tasks). -

repo owner Epics are the only issue types with Epic Name custom field set. You can check it with
%{nnnnn} != null
replacing nnnnn with field code for Epic Name.I'm not sure if it answers your question.
