Attachments in Send Email Post Function

We have a send email post function for Service Desk and want to send only the attachments to the current comment/transition (option "only files attached in current transition"). It sends out the email with a link to https://<URL>/secure/attachment/219110/filename which the customer can't access because it prompts them to log in. Would rather have it actually attached to the email, like it does when "All files attached to the issue" option is selected.
