Access to Jira WOrkFlow ToolBox

We downloaded and installed the toolbox yesterday. Is it restricted to a specific role to use. Does it require you to be a Jira Administrator. I am not seeing any evidence of the install in Jira.

JIRA Workflow Toolbox provides the following features:

• Conditions, validations and post-functions: these features are available in the screen for editing a transition, when creating or updating a workflow.
• Custom fields types: these feature is available when you try to create a new custom field.
• JQL Functions: available when creating a JQL query.
