If you are using field "New watchers" as target field in "Set a field as a function of other fields" post-function, you don't need to use post-function "Add or remove watchers".

Please remove post-function "Add or remove watchers".

If you are using this logic in transition Create Issue, please, move post-function "Creates the issue originally" at first position in execution order.
