C++ MPI demo tests intermittently time out

The C++ MPI demo tests run on Debian CI have been intermittently failing, timing out. The timeout occurs on a different demo each time. 2019.1.0 seems to perform much better than 2018.1.0, but there is still one fail after 32 successful runs.

The problem is being tracked at Debian Bug#920546. Debian uses OpenMPI 3.1.3 for MPI. Debian CI provides 2 CPUs, so the dolfin MPI tests with 3 processes are oversubscribed.
