Generalize DirichletBC

Look into possibility of implementing DirichletBC with an algebraic constraint being more general than just u[dof] = u_bc[dof] for every dof subject to BC.

The example of this would be slip BC in the context of fluids, where the constraint is calculated from boundary geometry. For example implementation see:
