Check that local solver/assembler is initialising required mesh entities

When dof-reordering (serial) was turned off, buildbots reported below error:

It doesn't, I have to manually .init() the mesh in fenics-shells at the moment to ensure that e.g. NED elements work correctly.

I no longer have any issues with using LocalAssembler and having non-initialised mesh entities.
