Modify CMake configuration of MPI to make builds relocatble

The 'modern' CMake approach to dependency configuration make support of relocatable builds simple. This has been done in DOLFIN for PETSc, SLEPC and VTK.

What remains is MPI. The modern approach is not supported out-of-the-box by FindMPI.cmake'.
