HDF5 parallel check is broken when DOLFIN is built without MPI

Issue #881 resolved
Prof Garth Wells created an issue

When building DOLFIN without MPI support, if a parallel HDF5 library is available the DOLFIN config system is enabling it. This leads to a build failure because MPI header are required but cannot be found.
