Improve handling of PETSc command line options

Parsing --petsc.ksp_type=cg and --petsc.ksp_type cg do not work, but --petsc.ksp_type "cg" does. This is opaque and error prone and needs to be fixed.

Also, when PETSc options are parsed is unclear and should be make more explicit.
