Global dofs (aka 'Reals') should not be associated with cells

Global dofs are identified as 'cell dofs'. This causes problems, such as https://bitbucket.org/fenics-project/dolfin/issue/331 because Discontinuous Lagrange and Real elements look the same from a dofmap.
The UFC interface should have a mechanism for identifying 'global' dofs.

Could this be related to this problem when assembling forms over mixed spaces? Sorry for the rookie question but I'm not very knowledgeable about the lower levels mechanics at play here.
