Changed _tabulate_facet_dofs to work with quad and hex cells

Changed computing intermediate representation of tabulate_facet_dofs to return correct values for quadrilateral and hexahedron cells. The facet dofs are taken from element.entity_closure_dofs. This is part of fixing DirichletBC for quads and hexes.
