Merge branch 'dparsons/optional-use-system-packages'
These patches are adapted from johannr/optional-use-system-packages and enable mshr to use the system installation of CGAL and/or tetgen.
This closes Issue #63.
add option USE_SYSTEM_CGAL to use system CGAL libs
requires CGAL 4.12
add option USE_SYSTEM_TETGEN to use system tetgen libs
add compiler definition -DTETLIBRARY
needed when building against external (system) installation of tetgen debian patch tetgen_define_TETLIBRARY.patch
