Allow register_element to specify per-dimension Sobolev space

As noted in pull request #96, Hermite elements are in H^1 for d >= 2, but H^2 for d = 1. We could get this right by allowing register_element to optionally take a mapping from dimension to Sobolev space, instead of just a single value.
