Intel (SoT) parsing when next tick: imminent

If you happen to take intel when the next tick doesn't have a real time-indication (so either real close to the actual tick, or when we have a Uto-hanging-tick), the SoT isn't recognized as a valid SoT. If I replace the imminent with "2 seconds" for example, it works.

The Province of XXX (A:B) February 1 of YR0 (next tick: imminent) Race Avian Soldiers 0
