Compatibility and user count

We are planning to upgrade to BB 4.8.3 and our test instance said that the latest version of the Rally Connector 4.0.0 is not compatible. Is there any future plans to make this compatible?

Also, is there any we can check on who's the users using this plugin? Any DB call or server side files we can check? We bought 8,000 licenses for and we wanted to know if we are even close on using all of it.
