Add/remove subtitle delay

When adding subtitles from online sources, these may be wrongly timed. It could be great to have a feature to shift the time of subtitles. For instance, to add or remove the delay by seconds and milliseconds.

It's already possible, select the track you want to change and then Edit -> Offset… from the menu bar or in the Actions toolbar item.
