unable to mux HEVC created by ffmpeg

From a bluray source, a mp4 file is created using ffmpeg, library Lavf58.20.100. The settings used is listed below, but main point is it is 10-bit and using codec hev1, AAC 6 channel audio, frame rate 23.976. The resulting file plays fine in VLC 3.0.8 on Mac and Windows, and QuickTime. Using Subler 1.6.4, on Mojave, I attempt to remux the file to another mp4, just to test. Only two tracks, video and audio. I do not import or carry over any metadata Subler correctly identifies the tracks, HEVC (Parameters set in bitstream), AAC 6 CH. I select Passthru on both tracks.

I try to play the muxed file on VLC, it will flash a frame then freeze or go black, audio CONTINUES to play normally. If I select a different time mark in the video, audio will pick up at that point and play, but video will be black or flash one frame then go black. Looking at Media information window of VLC, the frame rate reported is 51.076476.

Here are the ffmpeg settings used to create the initial mp4. I will be honest, this is a downloaded rip, from a source that has always been very reliable for years. All of the providers HEVC rips exhibit the same issue with Subler, so it is not a corrupted file problem. The same provider also provides H.264 versions of the same sources, using ffmpeg, and those work perfectly in Subler when muxing SRT titles to the video.
