Some 3D fields are being registered with the incorrect vertical position.

Certain 3-D fields that are placed on vertical level edges (e.g. MET_PEDGE) are actually being registered as being placed on vertical level midpoints. This is because the OnLevelEdge argument is not being passed to Registry_AddField.
