make pkgadd not rely on -lwanboot

svr4pkgadd uses wanboot & openssl. This is unfortunate. Nobody except Joerg/SchilliX uses this, and we think he's unlikely to cherry pick from us. We should just rip network driven pkgadd out. (Modern users use a wrapper, along with an external program such as curl, rather than trying to make pkgadd an HTTP client itself.)
