restore POSIX compatible vi

Garrett D'Amore repo owner created an issue

vim is not POSIX compliant. Even when running in vi mode.

We should just undo the OpenSolaris "vim" abortion thing, and move vi back from usr/has to where it has always belonged, /usr/bin.

Users want "vim" functionality should learn to type "vim", rather than "vi".
