nuke ipsecalgs class action scripts

The r.ipsecalgs and i.ipsecalgs class action scripts were intended to facilitate installation of IPsec algorithms. We no longer use System V pkgadd to deliver anything locally, and external packages should never have done this (indeed we no of no 3rd party deliveries of IPsec algorithms!)

We should just clean this up. (Arguably we can do this for all the class action scripts, but for now just do ipsecalgs.)
